Beverage Import Standards for the USA & Europe (EU): A Business Guide

Beverage import standards for the US market (FDA & HACCP)

FDA and HACCP standards for beverages imported into the US market

The U.S. Food and Drug Administration (FDA) directly controls all soft-drink products imported into the US through the Food Safety Modernization Act (FSMA). For a beverage line to circulate legally, the manufacturer and importer must master the three mandatory technical links below.

First is the facility-registration requirement and the Prior Notice process. The FDA does not issue a blanket certificate for each individual beverage product before export. Instead, the processing plant must complete Food Facility Registration to obtain an identification code. Before any commercial shipment arrives at a US port, Prior Notice must be submitted successfully to the system so the regulator can carry out a risk analysis.

Next is the strict microbiological control standard under Juice HACCP. For canned or bottled fruit juices, the factory must operate a HACCP system dedicated to juice. This process requires the business to demonstrate the ability to eliminate or reduce harmful microorganisms by 5-log (99.999%) using suitable heat treatment (pasteurization) or sterilization technologies.

Finally comes the standardised Nutrition Facts Label requirement. Beverage packaging exported to the US must strictly follow the Nutrition Facts format issued by the FDA. Every piece of information – from the allergens list and the conversion of volume into Fluid Ounces (Fl Oz) to the nutrition-panel format that now shows Added Sugars, Vitamin D and Potassium – must be presented accurately in legal English.

Beverage import regulations for the European Union (EU)

EU traceability and labelling regulations for imported beverages

Unlike the US market, the European Union's food-safety management system runs on the principles of risk prevention and accountability throughout the supply chain.

The most important link in the EU standard is closed-loop traceability. Under the EU General Food Law (Regulation EC No 178/2002), the entire supply chain must strictly meet the "one step back – one step forward" principle. The contract factory must have a data system that allows accurate backward tracing of the origin of the incoming fresh-fruit batch, the processing water source, additives and the temperature log of every filling-and-canning batch.

Alongside this is the consumer-information transparency requirement under EU Regulation 1169/2011. Beverage packaging sold in Europe must clearly show the list of allergens in bold in the ingredient panel, a clear shelf-life indication (Best Before / Expiry Date) and a standard nutrition-value analysis. As the EU comprises many member states, the language on the packaging must be adjusted precisely to the official language of the target retail market.

Factory capability: the core foundation for every OEM/ODM order

VIC's export-standard beverage manufacturing capability

The strict technical barriers of the FDA or the EU cannot be solved with theoretical paperwork; they must start from real control capability at the factory. An export-standard beverage contract factory requires synchronisation between the quality-management system and the technological infrastructure.

On management standards, running the factory to ISO 22000 and HACCP helps standardise all critical control points (CCPs), from raw-material handling to the sterile-filling stage. In addition, holding HALAL certification acts as a special technical passport, widening the distribution scope for products into Muslim countries across the Middle East and Southeast Asia.

On packaging infrastructure, the factory needs diverse lines ranging from the standard 330ml aluminium can and the stylish Slim can to the large 500ml can and the premium 290ml glass bottle. This diversity both meets local consumer aesthetics and ensures mechanical durability during long sea-freight container journeys.
